The system now covers 133 countries, with Saudi Arabia recently joining the Madrid System. This brings the number of Gulf states participating in the system to five: Bahrain, Oman, Qatar, Saudi Arabia and the United Arab Emirates. Kuwait remains the only Gulf state outside the system.
